It shall be the duty of the Administrator, through education, rabies inoculation, stray control, impoundment, quarantine and any other means deemed necessary, to control and prevent the spread of rabies in this city, and to enforce the humane care and treatment, and the adequate living space, shelter and protection from the elements, for all animals in the city. Compensation for the Administrator, if any, shall be funded by the Council.
