SCHEDULE IV. SPEED LIMITS.
   (A)   It shall be unlawful to drive any motor vehicle on North First Street between Court Street and North Street at a speed in excess of 20 mph. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit on the street does not relieve the driver from the duty to decrease speed when approaching and crossing intersections or to avoid an accident with any person or vehicle and does not relieve the driver of any vehicle from the duty to decrease speed or stop so as to yield the right-of-way to pedestrians in a crosswalk.

   (B)   The speed limit in the alley running north and south between Elm Street and Summit Street which lies directly east of Lots 1, 12, 13, 24, and 25 in Rinard’s Addition is five miles per hour.
