Any vehicle parked in violation of this subchapter is hereby declared a nuisance which may be abated by any police officer removing or causing to be removed the vehicle to any authorized garage and the costs of the removal and storage shall constitute a lien upon the vehicle. The vehicle shall be restored to the owner or operator upon payment of the costs of removal and storage.
