§ 54.100 OPENING AND CLOSING BY AUTHORIZED PERSONNEL ONLY; PERMIT REQUIRED FOR USE OF WATER; USER’S RESPONSIBILITY AND DEPOSIT.
   All fire hydrants are set primarily for fire protection, and the opening and closing of the same shall be done solely by the duly authorized officers or employees of the city. Any person, firm or corporation desiring to use water from a fire hydrant for construction or other purposes shall first secure a permit from the Superintendent of Water and Sewer of this city, and shall be held responsible for all damage which may be done to the hydrant or other property which may be caused by use. The Superintendent of Water and Sewer may require a deposit of cash or other security for the payment of damages and for the water to be used, and may prescribe conditions for the use of the hydrant as may seem expedient.
