All consumers shall be liable for water consumption as shown by the meter, whether used, wasted or used by leakage; provided that if a meter is found to have stopped registering, or to be defective or out of order, the quantity used shall be estimated and the charge adjusted on the basis of the consumption during a corresponding prior period.
