(A) All repairs for service pipes from the water meter to the building and plumbing systems of the buildings shall be made by and at the expense of the owners of the premises serviced and all service pipes shall be kept in good repair.
(B) The city may, in case of an emergency, repair the service pipes, and if this is done the cost of the repair work shall be repaid to the city by the owner of the premises served. All repairs for service pipes from the water main to the water meter shall be made by and at the expense of the city; provided that the city holds a permanent easement centered over the service pipes and owns the service pipes from the water main to the water meter, in accordance with § 54.060.
