(A) The service of the water utility shall be deemed to be furnished to both the occupant and the owner of the premises receiving these services, and shall be deemed an obligation of both the occupant and the owner to any premises.
(B) Application to have water turned on for a water connection shall be made in writing to the City Collector on a form provided by the city and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the city water supply by the applicant. No fee shall be charged except as hereinafter provided.
