6-3-2: REMOVAL BY PRIVATE PERSONS; COST ASSESSMENT:
   A.   Removal In Certain Area Required; Time Limit: Every person, whether as owner, tenant, occupant, lessee, or otherwise, in possession or control of any building or lot of land within the city fronting or abutting a sidewalk adjacent to Soldier Road between Garnet Avenue and Ponderosa Avenue, shall remove and clear away, or cause to be removed or cleared away, snow and ice from the entire width of such sidewalk which is in front of or abuts on such building or lot of land. Such snow and ice shall be removed from such sidewalk areas within twenty four (24) hours after the occurrence of said condition.
   B.   Use Of Sand Or Abrasive: In the event snow and ice on the sidewalk has become so hard that it cannot be removed, the person or entity charged with removal shall put sand or other abrasive on the sidewalk to make pedestrian travel reasonably safe.
   C.   Removal By City; Cost Assessment To County: In the event of failure of such owner, tenant or occupant to remove snow or ice from any such sidewalk within twenty four (24) hours of the occurrence of such condition, then the city may remove or have removed such snow or ice and assess the cost thereof against the premises abutting the sidewalks. In such event, the city clerk shall certify such assessment to the assessor of Camas County and such assessment shall be placed on the assessment roll and collected in the same manner as other municipal taxes are collected.
