All proceeds derived from the sale of any such vehicles shall be applied first to the costs of such removal, storage and sale. The balance shall be retained in a Special Fund of the City for a period of thirty (30) days. If the owner of such vehicle claims such fund and proves he was the owner of such vehicle within such thirty (30) day period, the same shall be paid to such claimant. In the absence of claim being made within said thirty (30) day period, the balance of said money shall be transferred to the General Fund of the City and thereupon the former owner of said vehicle shall have no claim thereto.
