4-3-6: VAGRANCY:
   A.   Any person within the limits of the city, without any visible means of support, who has the physical ability to work, and who does not for the space of one day seek employment, nor labor when employment is offered to him; any healthy beggar who solicits alms as a business; any person who roams about from place to place without any lawful business; any common drunkard; any person who wanders about the streets at night, or who lodges in any barn, shed, shop, boxcar, outhouse, or place other than is kept for lodging purposes, without the permission of the owner or person entitled to the possession thereof, is hereby declared to be a vagrant.
