No person shall discharge or set off any rocket, cracker, roman candle, fire wheel, cannon, anvil, bomb, giant powder or any other explosive or other fireworks within the limits of the city, except by the written permission of the mayor, who is hereby authorized to designate a time and place when and where the same may be done.
