4-3-2: PUBLIC INTOXICATION; VULGAR LANGUAGE:
It shall be unlawful for any person to be in any of the streets or alleys or any public place within the city in a state of intoxication; or to, in any public place within the city in a loud, angry or threatening manner, use any vulgar or threatening language, or language of an insulting character, whereby the peace or quiet of the inhabitants of the city may be disturbed.
