3-2-1: NUISANCE DECLARED:
The accumulation and storage of abandoned, wrecked or junked vehicles, major household furnishings or appliances or machinery, or parts thereof, on public or private property within the city are found to create a condition tending to reduce the value of property, to promote blight and deterioration, to invite plundering, to create fire hazards, to constitute attractive nuisances creating a hazard to health and safety of minors, to be injurious to the health, safety and general welfare; and the presence of such items on public or private property within the city, except as expressly permitted in this chapter, is declared to constitute and be a public nuisance which may be abated as such in accordance with the provisions of this chapter.
