A. Violation: Any person who creates or maintains any nuisance, or who causes a nuisance to exist, or any person who knowingly permits a nuisance to be created or maintained or to exist on any property or at any place within the city owned by him or under his control, and who refuses to abate the nuisance, shall be guilty of a misdemeanor.
B. Duty To Abate: The owner, lessee, manager, or person who controls or is in charge of any property, lot, building, premises or any place within the city whereon or at which a nuisance has been determined to exist shall, jointly and severally, remove, abate, or destroy the nuisance without delay, after having been given a notice of violation or notice to abate as provided in this chapter.
