3-1-3: DETERMINATION OF NUISANCE:
The city council shall determine whether a condition or conditions existing on any property or at any place within the city constitute a nuisance as defined or designated in this chapter. When the city council has determined that a nuisance exists, the council shall direct the city attorney to contact persons in violation, or abate the nuisance. Such notices shall be signed by the mayor, city clerk or city attorney and shall be given to the person responsible for creating, maintaining, or refusing to abate the nuisance in the manner provided in this chapter.
