2-4-1: DEFINITIONS:
For the purpose of this chapter, the following terms shall have the meanings ascribed to them in this section:
OUTDOOR VENDOR: Means and includes any person, either principal or agent, who, in any public street or public place, on foot or from an animal or vehicle standing in the street, sells or barters, offers for sale or barters or carries or exposes for sale or barter any goods, wares or merchandise during and at any special event. The term "outdoor vendor" shall not include the activities of a religious, charitable or nonprofit organization exempt from taxation under 26 USC section 501.
SPECIAL EVENT: Means and includes any public outdoor event, spectacle or show staged or intended to take place partly or entirely within the corporate limits of the city of Fairfield and which is intended to take place entirely or partly upon city property, a city sidewalk, a city street or right of way and which is intended to draw participants, spectators or the general public.
SPECIAL EVENT POLICY OR POLICY: The written policy adopted by the city council, as amended from time to time, regarding special events. (Ord. 207, 6-10-2004)
