The city council may, from time to time, amend, supplement, or repeal the regulations and provisions of this title in the manner prescribed by Idaho Code to better serve the city and outlying community. A proposed amendment, supplement, or repeal may be originated by the council, planning and zoning commission or by petition from the public at large. In all cases, the proposal shall be reviewed by the commission with a recommendation made to the council before any action is taken. Adequate public notice shall be given to obtain comments from the public, either for or against, prior to any action taken. (Ord. 165, 7-30-1992)
