The planning and zoning commission is hereby required to combine all permits which may be required in this title and previously or subsequently adopted city ordinances which are relative to land development into one permit application and processing procedure. In conjunction with a combined permit, the commission shall coordinate methods of approval with the respective departments for the purpose of reducing errors, misunderstanding, confusion and unnecessary delay for everyone involved.
