A. All subdivisions as herein defined shall be submitted for approval by the city council and shall comply with the provisions of this title. This title shall supplement all other regulations, and where at variance with other laws, regulations, ordinances or resolutions, the more restrictive requirements shall apply.
B. This title shall not apply to any subdivision created and forming a part of any lot or lots forming a part of any subdivision created and recorded prior to the effective date hereof, except for the further dividing of lots; nor is it intended by this title to repeal (except as herein provided), abrogate, annul or in any way impair or interfere with existing provisions of other laws, ordinances or regulations or with private restrictions placed upon property by deed, covenant or other private agreements, or with restrictive covenants running with the land to which the city is a party.
