8-3-2: PLANNING AND ZONING COMMISSION:
   A.   Membership; Qualifications: There is hereby created a planning and zoning commission, and throughout this title is referred to as the "commission". The commission shall be made up of five (5) members. The terms of the commission members shall be for a period of six (6) years. All members of the commission shall be residents of the city of Fairfield or Camas County and must have resided in the city or county for at least two (2) years prior to his or her appointment, and must remain a resident of the city or county during his or her service on the commission. At no time shall there be more than two (2) members of the commission who reside outside the city.
   B.   Powers: The planning and zoning commission shall be constituted and shall function according to the bylaws herein set forth and shall have all the power or authority to consider ordinances or to recommend amendments to or repeal of any portion of this title. The commission shall provide guidance and assistance to the city council, holding public hearings as required by law, and shall grant or deny applications presented to the commission, and shall make timely written recommendations to the city council in all matters relating to this title in which the city council has final decision making powers. Any action taken by the commission with respect to special use permits may, within fifteen (15) days of a commission decision, be reviewed by the city council for consideration to potential and significant adverse impact upon other citizens and/or the city. The city council will have authority to reverse such action and make an alternate determination, reversal and/or recommend further review and discussion by the commission.
