953.08 ADDITIONAL RULES AND REGULATIONS.

The City Manager shall have authority to promulgate and impose additional rules and regulations regarding the City recycling program, which rules and regulations shall have the effect of ordinances when not inconsistent therewith and after posting and summary publication thereof as provided in Section 4.13 of the Fairfield City Charter.
