Upon filing a vesting tentative map, a fee as established by resolution of the Town Council shall be required. As a condition of approval, the review authority may require the payment, by the subdivider, of all development fees at the time of the application for a building permit or other similar permit. The rate for the fees shall be that which is in effect at the time of the map application.
