Commission members shall be qualified electors of the town. Commissioners shall serve without compensation. The members of the Commission shall include five members of the public who shall hold no other public office in the town. A sixth seat on the Commission may be filled by a resident of the town or shared by more than one resident, under the voting age, to be an advisory, non-voting member. The youth Commissioner(s) shall be appointed for a two-year term.
