§ 12.24.010 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   APPLICANT. Any person by whom application is made for, or to whom shall be issued, a permit under the provisions of this chapter.
