(A) The Director of Finance shall cause a financial statement to be published once in a newspaper of general circulation printed and published in the town; provided that, if there is no such newspaper, the Director of Finance shall cause copies of the statement to be posted in three public, places in the town designated by ordinance as the places for posting all public notices.
(B) The financial statement shall be printed or posted not later than 120 days after the close of the fiscal year for which the report is compiled.
