The Town Council may, by resolution, adopt such regulations as may be necessary for the use and operation of any public parking lot in the town, to include, among other things, the following:
(A) The marking of the public parking lots into spaces with directions for parking of vehicles;
(B) The price, if any, to be charged for parking;
(C) The limit of time allowed, if any, for continuous parking; and
(D) The erection of entrance, exit and other directional signs.
