(A) It is unlawful for the owner of any land in the town to use, operate or permit the use or operation of his or her land by any lessee or other person as a parking lot without first obtaining a permit to do so from the Chief of Police.
(B) The Chief of Police shall issue any such permit upon application therefor without charge when it has been established that the use is permitted under Title 17 of this code and that the applicant is the owner of the premises or is lawfully entitled to possession of them.
