§ 2.08.020 MINUTES AND JOURNAL.
   The minutes of the Council or journal of their proceedings required to be kept by the Clerk shall be neatly typewritten in a special looseleaf journal book, with each of the different kinds of business transacted set off by paragraphs with proper subheads.

§ 2.08.030 RULES OF ORDER.
   The proceedings of the Council shall be governed under “Robert’s Rules of Order” on all matters pertaining to parliamentary law; but no ordinance, resolution, proceeding or other action of the Council shall be invalidated or the legality thereof otherwise affected by the failure or omission to observe or follow the rules.

§ 2.08.050 ADDRESSING COUNCIL.
   Any citizen may arise and address the Council on any business especially concerning him or her or affecting his or her interests, but preference will be given to those who have first presented matters in the form of written communications or who have personally notified the Mayor of their desire to speak.

§ 2.08.060 SUSPENSION OF ORDER OF BUSINESS.
   The regular order of business may be suspended by a majority vote for the accommodation of non- residents who may have business before the Council or for any other purpose.

§ 2.08.070 DISORDERLY CONDUCT AT MEETINGS.
   Any member of the Council or any person using profane, vulgar, loud or boisterous language at any meeting or otherwise interrupting the proceedings, who refuses to be seated or keep quiet when ordered to do so by the Mayor or President Pro Tempore of the Council, is guilty of a misdemeanor. It is the duty of the Chief of Police, upon the order of the presiding officer, to eject any such member of the Council or any other person from the Council chambers.
