§ 5.28.020 PERMIT; REQUIRED.
   No person shall engage in or carry on the business or occupation of billposting, bulletin signposting, outdoor advertising or maintaining billboards or bulletin boards without first obtaining a permit to do so, as provided in this chapter, and without complying with all of the provisions of this chapter.
