Whenever it comes to the notice of the Chief of Police that any building is not numbered as required by this chapter, he or she shall notify, in writing, the owner, agent or occupant of the building of the appropriate number therefor, and require the building to be so numbered as required by this chapter. A failure on the part of the owner, agent or occupant to cause the building to be so numbered within ten days after receiving the notice shall be deemed a violation of this chapter.
