Nothing in this chapter shall authorize the Chief of Police to renumber any block which is not uniformly numbered in accordance with this chapter, unless the renumbering is made necessary by the construction or alteration of the buildings, whereby the number of entrances to buildings on the blocks has been so increased as to prevent consecutive numbers without confusion.
