(A) Every person conducting, carrying on or engaging in business as a contractor not having a fixed place of business within the town shall pay a base annual license fee to be set by resolution of the Town Council.
(B) Subcontractors shall pay the base fee only unless a permit to do work is taken out in their name.
(C) Contractors who maintain a fixed place of business within the town shall pay a base fee per year, plus a set amount for each $1,000 of valuation for each construction job undertaken. The base fee for the businesses which commence after July l of any license year shall be prorated according to the provisions of § 5.12.100.
