1480.15   APPEALS.
   Any person affected by a decision of the Building Commissioner for a notice or order issued under this chapter shall have the right to appeal to the Board of Zoning Appeals within 15 days after the date the decision, notice or order was served. An application for approval shall be based on a claim that the true intent of this code has been incorrectly interpreted. The provisions of this Code do not fully apply, when the requirements are adequately satisfied by other means.
   (a)   Notice of Meeting. The Zoning Board of Appeals shall meet upon notice from the Clerk, within ten days of the filing of an appeal, unless both the party appealing and the Building Commissioner have agreed to an extended time.
   (b)   Open Meeting. All hearing before the Board of Zoning Appeals shall be open to the public. Any person may appear and testify at the hearing, either in person, or by a duly authorized agent. The Board has the power to:
      (1)   Subpoena and require the attendance of witnesses;
      (2)   Administer oaths; and
      (3)   Compel testimony.
   (c)   The Village Solicitor will, upon request, attend such meetings to advise the Board.
