(a) Small Cell Facility Requirements. Small cell facilities shall be subject to all regulations and procedures of this chapter, except for Section 1263.06
(b), (e), and (f), including all application procedures, unless specifically stated otherwise below. In addition, all final approvals of any small cell facility shall fall within the jurisdiction of the Village Planning Commission.
(b) Location.
(1) Every attempt shall be made to mount a small cell facility to an existing structure, such as a communications tower (whether said tower is for cellular or wireless purposes or not), smoke stack, water tower, or other tall structure in any zoning district. Small cell facilities may only be placed on top of buildings that are no less than 35 feet in height, for so long as the structure or building remains.
(2) Small cell facilities may be attached to existing monopoles or a pole belonging to a public utility under the following conditions:
A. A small cell antenna structure may not exceed seven feet above the highest point of the support structure and the combination of the height of the support structure and antenna extension shall not exceed 50 feet.
B. Applicant will provide the Village documentation that will allow for the small cell facility to be located on the pole from the existing public facility or utility.
C. Pole extensions for antenna must be in accordance with the regulations of the public utility and shall at a minimum be in accordance with applicable engineering standards for extensions of utility poles.
D. No guy wires or other support wires shall be used in connection with the small cell structure unless an existing guy wire already exists on the pole.
E. Other than warning or notification signs required by federal law or regulations, a small cell antenna shall not have signs installed.
(3) If an existing structure or pole is not available, a small cell facility may be located within the public right-of-way or on private property within a utility easement in all districts with the exception of residential under the conditions listed below. All small cell facilities located within any right-of-way shall be designed with breakaway style poles.
(4) A small cell facility shall not be located within the residential zoning district, or within 100 feet of a property that contains residential use. However, small cell facilities may be installed either on the property or right-of-way adjacent to any valid conforming non-residential use that is located within the residential zoning district. Distance to be measured from the base of the small cell facility to the nearest property line of the use.
(c) Quantity. No small cell facilities may be located within 2,000 feet from another small cell facility or cellular or wireless communication tower, unless such facility is co-located as defined within this chapter.
(d) Height. Small cell facilities shall not exceed 50 feet in height, unless such a facility is co-located as defined within this chapter.
(e) Appearance.
(1) All small cell facilities shall be designed to be consistent and complimentary with the surrounding environment in terms of height, materials, color, scale and design.
(2) Small cell facilities shall be painted, anodized or constructed out of materials that are colored grey or black. Galvanized material may not be used in construction of small cell facility unless it can be painted or otherwise coated as required in the section.
All related equipment, including but not limited to, electrical boxes, conduit, wiring, and mounting equipment shall be placed underground or be wholly contained within an enclosure as not to be visible. Further, all electrical and communications connections shall run underground to the facility.
(f) Co-Location. Small cell facilities shall consist of not more than one small cell antenna per wireless communications user and shall be capable of providing for the operation of two or more wireless communications service users.
(g) Footprint. Small cell facilities shall not exceed 24 inches in diameter with the exception of the foundation, which said foundation shall not exceed six inches above grade.
(h) Application for a small cell facility.
(1) Application fee. The application fee for any small cell facility, co-location will be $250 per each proposed location.
(2) Site plan and documentation. The site plan shall be in conformance with provisions of Section 1263.03(k)(1)-(12).
