(a) The landscaping and buffer requirements specified in this chapter are intended to foster development that will preserve and enhance the appearance and character of the Village. These regulations are intended to increase the compatibility of adjacent uses, and, in so doing, promote the public health, safety and welfare by minimizing the harmful impact of noise, dust and other debris, motor vehicle headlight glare or other artificial light intrusions, and other objectionable activities or impacts conducted or created by adjoining or nearby uses.
(b) These regulations are also intended to enhance the appearance along major thoroughfares of the Village in order to protect surrounding residential neighborhoods and to make the Village an attractive physical environment for business development.
