The purpose of this chapter is to protect the health, safety, welfare and the quality of life within the Village, where the preservation of the high quality residential neighborhoods is of utmost importance. The Village's residents have a reasonable expectation that residential neighborhoods within the Village will be characterized as high quality areas known for their quiet, cleanliness, order, stability, and safety, and that they will be adequately buffered from business activities which may have an adverse impact on the residential quality of life within the Village.
