881.11   ADDITIONAL OPERATING CONDITIONS.
   (a)   The permittee shall notify the Police Chief and Fire Chief of the maximum number of teens that will be permitted to occupy the premises at any time during any event. The notification shall be required to be submitted to the Police Chief at least seven days prior to the event. Every teen dance event shall provide staff and security sufficient to provide control and protection of patrons as follows:
      (1)   At school, church or non-profit sponsored teen dance events for every teen expected to attend:
 
Between 100 - 300
1 police officer or school security guard;
4 chaperones
Between 301-500
2 police officers or school security guards;
One additional chaperone for each 50 above 300
Plus 500
An additional police officer or school security guard for every 100 above 500; one additional chaperone for each 50 above 500
 
      (2)   Non-school, church or non-profit sponsored teen dance events shall be required to have the same number of police officers (but may not substitute security guards) as required above and the same number of staff as chaperones required above.
   Additional off-duty officers shall be hired if so directed by the Police Chief or his designated officer, as the circumstances warrant or as deemed necessary based on prior history.
   (b)   No noise and/or vibrations shall be heard or felt beyond the property line of any teen dance event, and there shall be no speaker, sound system or other device emitting noise and/or vibrations on the exterior of the building in which the teen dance event is taking place.
   (c)   Teen dance events shall not be allowed within 500 feet of any sexually oriented business, as defined in the Ohio Revised Code.
   (d)   Teen dance events shall not be allowed within 500 feet of any single-family residential structure.
   (e)   Either a staffed check room or secure lock boxes (for which there may be a charge) shall be made available to patrons for the deposit and protection of valuables.
   (f)   Firearms shall not be permitted on the premises except for police and certified security personnel hired by the sponsor of the event.
   (g)   Alcohol consumption shall not be permitted on the premises during any teen event. “Premises” includes, for this purpose, the entire building in which a teen dance event is taking place.
   (h)   Although alcohol may be stored on the premises during a teen event, it must be secured so that it is not accessible by anyone during the event.
   (i)   All rules shall be clearly posted for all patrons on the premises.
   (j)   Nothing in this section relieves the permittee from compliance with any ordinance of the Village.
   (k)   Additional security measures, including, but not limited to ending times, security requirements, notice to potentially affected neighborhoods, parking and pick-up areas, and identification of attendees, may be instituted by the Mayor to ensure the safety and welfare of the participants where prior violations by the applicant in the Village or any other jurisdiction justify additional security measures be taken.
   (l)   Permittee shall be obligated to take affirmative steps to prevent loitering on the premises of persons not within the confines of the building in which the teen dance event is taking place.
   (m)   If the venue for the teen dance event(s) is in a defined space in a multipurpose building:
      (1)   Such space shall be clearly defined and entrance to that space restricted, except as otherwise provided in this chapter, to those attending the event; and
      (2)   No alcohol may be sold or provided anywhere in the multi-purpose building from one hour before the scheduled start of the teen dance event until one hour after the scheduled end of the teen dance event.
   (n)   The facility in which the teen dance event is to take place must comply with all zoning requirements including parking spaces and loading and unloading areas.
