The Traffic Code, Part Four of the Codified Ordinances of the Village of Evendale, including ordinances of the Village, including Chapters 402 through 476, shall be applicable on Village properties utilized by the public, including the Government Complex, which includes Village Hall, the Recreation Center, Fire Station, Cultural Center, swimming pool area and numerous recreation fields and courts and parking areas, located generally in the northeast corner of Glendale Milford Road and Reading Road, Griffin Farm, Gorman Heritage Farm. Violations of the Traffic Code occurring on those properties, may be enforced as if they had occurred on public streets and highways. Provided, however, that the speed limit for motor vehicles on the said properties shall be 15 miles per hour unless otherwise posted and violations of that speed limit, because of the heavy use of these areas by children, shall be punishable as if they were violations of the 20 mph maximum in a school zone during school hours as defined in Section 434.03(b)(1)A. through G.
