Authority is hereby conferred upon the Building Commissioner to carry into effect the provisions of this chapter and the standards of the publications therein listed being made a part of this chapter as if fully rewritten herein. Certain areas that would be considered reactive by sprinkler water action may be given special consideration by the Building Commissioner, the Fire Chief, and the Chief of the Bureau of Fire Prevention, when in their opinion compensatory elements are provided, and such consideration is not less than that required by the Ohio Building Code. Approval of devices shall be based on report as recorded in Chapter 9 OBC. The Building Commissioner and the Chief of the Bureau of Fire Prevention shall approve all plans required by this chapter prior to issuing a permit, and shall enforce the provisions of this chapter.
