For the exterior wall surfacing of dwellings, the use of tar paper, corrugated iron, unfinished slab siding or materials of equivalent character is prohibited. Buses, street cars, railroad cars, trailers and tents shall not be placed on a lot and used as dwellings either temporarily or permanently, nor shall garages, sheds or other accessory buildings be used as dwellings. No part of a basement or cellar may be used as a dwelling until or unless the entire building has been substantially completed.
