No dwelling shall be erected unless there is accessible public water and a public sewer, or a private sewer connected directly with a public sewer. However, a septic tank or similar mechanical means of sewage disposal built in accordance with the standards of the County Health Department may be used where public sewer mains are not within 500 feet. Where public water mains are more than 500 feet away, a private water supply system meeting the standards of the County Health Department may be used.
