1466.04  COUNCIL ACTION ON PLAN; HEARINGS; COPIES OF APPROVED PLAN.
   Within 30 days after the date a plan has been submitted, unless the applicant requests an extension of time in writing in order to make amendments, the Village Engineer shall endorse thereon his or her approval or disapproval and forward the same to the Clerk of Council, together with all other information that will assist Council in making the final decision. Council may hold a public hearing on the submitted plan if it deems the same appropriate and useful. A copy of the plan shall remain on file in the Clerk's office at all times until acted on by Council, which action shall be not less than 30 or more than 60 days after receipt of the plan from the Engineer. Council shall either approve, disapprove, or return the plan to the applicant for revision and amendment. The decision of Council shall be final, subject only to review by the courts. If Council approves a plan, such approval shall be conditioned upon, and not take effect until, the performance bond specified in such approval by Council shall have been filed with the Building Commissioner. Copies of an approved plan shall be filed with the Clerk, the Engineer, the Building Commissioner, the Planning Commission and the County Soil and Water Conservation District.
