The Village Engineer, or his or her duly authorized representative or agent, shall review plans as submitted. The plans shall contain such detail as required by the Engineer to satisfy all requirements of this chapter. The Engineer may refer such plans or extensions of previously approved plans to the County Soil and Water Conservation District for recommendation and advice as to whether there are adequate water management and sediment control measures provided in the submitted plans so as to prevent damage to other properties. The Engineer's preliminary approval or disapproval shall be based upon whether the installation and maintenance of the specified water management and sediment control measures are to be accomplished in accordance with the standards and specifications contained in the Volume, Water Management and Sediment Control for Urbanizing Areas and subsequent revisions thereto, on file with the Engineer and Building Commissioner.
