Any person who shall have obtained a building or construction permit prior to the effective date of this chapter shall be given six months from the date of the passage of this chapter within which to complete the work provided under said previously granted permit. If the work shall not have been completed within that six-month period, the permit shall be null and void unless at least 30 days prior to the expiration of the six-month period the owner of the affected property shall apply and receive an extension to complete the work provided for by the permit within a period not to exceed an additional six months.
