Every subdivision of land within the Village shall be shown upon a plat and submitted to the Planning Commission for approval or disapproval. Any plat which has been approved by the Commission, with the approval endorsed thereon in writing, shall be submitted to Council for its consideration, approval or disapproval. If the Commission does not approve the plat, it may then be approved by Council only after a three-fourths vote of all members elected thereto. No plat shall be recorded in the office of the Recorder of Deeds and no lot shall be sold from such plat unless and until approved as hereinabove provided.
