The City Manager of Cincinnati shall make and enforce rules and regulations establishing the types and characteristics of sewage, industrial wastes and other matter which shall not be discharged into the Cincinnati Metropolitan Sewerage System; the types and characteristics of sewage and industrial wastes admissible to the Cincinnati Metropolitan Sewerage System only after pretreatment; and otherwise governing the discharge of sewage, industrial wastes and other matter into the Cincinnati Metropolitan Sewerage System in the interest of the safe and efficient operation of the system.
