If, as to any premises, Council has imposed a deferred assessment for a sewer improvement, payable only ff and when a sewer permit is applied for to connect such premises, no permit for' sewer connection shall be issued until either such deferred assessment has been paid in full or payment has otherwise been made or provided for in accordance with law. If payment is not made in full, the permittee shall waive all objections to the validity and amount of the assessment. Payment of deferred assessments and of equivalent charges referred to in Section 1040.21 may be made by extension on the tax duplicate.
