1040.14 OBSTRUCTING DRAINAGE BY DUMPING.

No owner of a tract of land shall dump or allow to be dumped thereon material of any kind in such manner as to interfere with existing drains, sewers or natural watercourses. Nothing in this section shall be construed to prohibit the filling of abandoned cellars, cisterns or other cavities not involving sewerage or drainage.
