No person shall deposit the carcass of a dead animal, or part thereof, butcher's offal or refuse of any kind liable to become an obstruction, in any sewer, receiving basin, tributary watercourse or other place from which it may be carried or washed into a sewer, or cause or permit such refuse matter to be so deposited. No person shall deposit any such refuse matter in any place where it will obstruct the mouth of a sewer or a drain or deposit it in any other place in violation of instructions duly posted prohibiting such deposit.
