As used in this chapter:
(a) "Taxicab" means any public vehicle whose owner or driver secures or accepts a passenger for compensation on the public streets, or on public or semipublic places, or accepts a passenger for hire upon hail or request made on the public streets, or on public or semipublic places in the Village.
(b) "Taxicab stand', means a place of business where a taxicab is available for hire.
